Africa's sleaziest dictator, Paul Biya, in power for 33 years and backed by the French political mafia in Africa, makes himself the winner of elections all the time, even as the economy continues suffering from persistent decline. He has  created the best election rigging machinery in the world, where he wins elections even though he has less than 20% popular support.
